How do you safely cut the top off a wine bottle to use for a project?

You can buy a glass cutter in the big box stores. Kind of looks like a can opener. Inexpensive too.

If its a real wine bottle, not a screw top, they are made to break at bottom of the top rim by striking it from the side with a sword, heavy knife while your out picnicing, climbing

Breaks off so smooth you can drink from it..... taught to me by numerous European mountaineers I knew.
