Start by taking the wallpaper down, painting over wall paper is asking for trouble. If too much paint gets on the paper, it's going to start peeling, streaking, whatever. I would recommend a large print for the room, it will appear larger. Who is this room for ? An adult, teenager, or child ? This would depend on the print.
