Is it an office type paper cutter? If so, it should have a ruler at the top and down the side with squares all over the surface. Look on Office Depot on line and see if there is a similar one there. Then, let us know what you want to accomplish.
Is it's metal sharp curve attached to heavy wood?
i have a craft type paper cutter...grey with an orange slider that cuts. It has markings for inches on it. Doesn’t work well with fabric..or thick stacks paper.

Some have a weigh bar shape with lever to apply pressure to hold a stack still , some cut 2", cheaper cut . Got to !put your hand pressure 20 pages might be safe. 1 page is safe. Blade surface sharp. Hold handle or loop. Push down swiftly. But practice with small bits of scrap first 1 to 4 pieces, stacked slow then ease up speed. I watched pressmen as a child in a bookbinding factory
