I would go ahead and cover it in shiplap. Prime both sides before installing. Consider a seal the wall paper first so no mold will build up behind the new wall.

You can paint wallpaper, you just need to prime it first. Plus, you will need to putty and seal all the seams, as those might pull away once they are dampened by the paint. Shiplap is beautiful, but not necessarily economical. You might try an adhesive wall plank product, such as this: http://www.westelm.com/products/stikwood-adhesive-wood-paneling-w815/
It will give you the look of shiplap but not all of the work or expense!
