Hi Susan, you can certainly Modpodge a cookie sheet, either front or back, and still use it as a magnetic item. Many people use colorful napkins or pages from magazines or even photos. Just brush on the ModPodge to the cookie sheet and what you are adhering to the sheet and then add another layer or two of Modpodge by letting it dry well in between coats.
