Years ago I was in this same situation. I found a product at the craft store that was paint on rubberized non slip formulation after it dried. It solved my crumbling problem. I don't remember the name of it but there are some of the products you can buy now perhaps look at the descriptions and reviews on line to see if it meets your need?

Use a hot glue gun make various sizes of drops or lines to stop slipping.
Being curious, I took a look at the referenced latex product on Amazon. Yep, this would do the job, but for $19 to do the equivalent of a 3' x 5' rug, is it worth it? As much as I like being able to repair things and make them last, this does not seem worth doing.
Once you have finished clogging your washer with the bits of latex, you could follow Denise' suggestion about the hot glue. I have a couple of these formerly latex-backed rugs that have found duty in places where they don't need the non-slip or stiffness of the latex back.
Overall, seems like the best answer when they start to deteriorate is to watch for a sale and chuck the old ones.
Try some of that rubber Flex Seal, they have it at True Value it $13..... I would just get a new rug..... and don't put it in the dryer,,,, thats what causes the rubber backing to disintegrate.
