Is there a way to repair or replace rubber backing on 4' x 4' rug?

What I have done is hot glue non skid rug pads to the bottom of rugs. The pads are supposed to be just placed under rugs, but the still shift. I found that gluing the pads to the rugs works better.....https://www.google.com/#q=non+skid+rug+pads&tbm=shop&*Helpful Reply -

There is a paint on rubber backing that they sell for people who make latch hook rugs. Fiber-loc is one such brand and they sell it at Jo-ann's.Helpful Reply -
