First you need to get off all that peeling paint (if you don't have to strip the whole chair, don't) Scrape it off with a putty knife, use a wire brush if you have to, sand well, try to get the peeled paint areas feathered into the areas you scraped off by sanding into the white that is still on there. Once this is accomplished, wipe your chair down really well, let it dry. Get some primer Kilnz or Binz in a dark gray and spray your chairs, let them dry well then spray your flat black on there. It will take less paint to cover the gray than if you were to leave it white.

Dan I have done a lot of refinishing for peeling paint. You have to get peeling paint off if you do not it will just peel more. I have used paint varnish remover. The heavy thick kind brush on heavy put wax paper around the rungs seat etc then wrap in heavy 10 mil plastic so as no air can get to it to dry. I have left mine on for 3 days. Remove small area at a time use scraper and rag to wipe clean a good thing to use is those chore boy scratchers use use on pits and pans make sure they are metal ones. Then take a cloth dip in liquid paint remover I then wipe off in turpentine. Let dry sand if ruff I have never had too Also the wood will be soft so be careful not to damage wood. When u can put your finger on wax paper push down u can see wood it is ready to strip. If varnish just use denatured achocol and lacquer thinner dip in fine oooo steel wool dip in and it will melt the varnish it will also refinish old pieces you do not have to add stain it finish if wanting to just restore it.
