You could brush the paint on but with all the openings int he table and chairs this would take a long time. I would go with the spray paint. You are going to be happier with the end result and it will be much less work for you. This project will cost less than 20.00.
If you want a matte black, I would recommend using a rust stabilizer. Yes, spray it, but lay it down on cardboard so that you can get good angles on the details. Then you can clear coat the finish with a satin or gloss for more sheen.
Rustoleum has paint for wrought iron that can be applied by brush and roller. I would scrape, sand, steel wool any areas of loose or peeling paint before starting. Its oil based and no priming needed. No worry about any rust on items just paint away. It dries to a hard thicker finish than original. I used on an outside railing and love how it turned out.
