Sand the rusted areas smooth and get off all the rust. Then prime with a spray paint for rust. Some rust spray paints come in a color you like - if not, then spray any color you want over the rust spray paint. When you spray, do more thin coats instead of fewer thick coats to prevent drips.

Sand, sand, sand. Then paint with brush or spray with Rustoleum

After you sand the rust spots make sure you clean the chairs well to remove all the dust before painting. Spray paint will definitely give you a smoother look. If you haven't spray painted before practice on a piece of cardboard to get the feel for it. Be warned spray painting can become an addition Once you see what a difference a can of spray paint can make and all the incredible colors available now you will be looking around your house to see what you can do next!

I agre with Tammy, Brenda, and Marcie. They've done it before. Rustoleum and Krylon make spray paint for metal. Tape off anything you don't want painted. Fabric, webbing, etc.
