Wallpaper is over paneling. Should the paper be removed and panel lines filled first?

If your peel and stick tiles are flexible, they will eventually show the texture underneath. I would remove the textured wallpaper. Filling in the paneling is a ton of work. (I have done it). You will need to do a lot of sanding to make sure the paneling is completely smooth. They make a stiff wallpaper, called wall liner, that can go over the paneling to give a smooth surface. I do not know if the tiles will adhere to the paper, but a tile store should be able to answer this for you.

It will be in your best interest to remove the wall paper. You most likely will have to use a adhesive for the tile as well.

You should remove the wallpaper. As far as the panel you could get a tile glue, put a thin skim coat on the panel and put the tile right on there..Peel and stick won't hold up without it

Having worked with removing the lines from wood paneling I'll tell ya' it's a job. I used both the wall liner and spackled the lines in different areas of the house. From certain angles, the way the light hits it, you can still see the lines. Ugh! IF I had to do it over, I'd get someone in to put up wallboard over the paneling.
As far as wallpaper - yes- remove it. If the wallpaper glue fails, you've got to do all the work over.

I would remove the paper at the very least as you will want to have good adhesion...

Remove the wallpaper - it's just not worth the aggravation. Do it right the first time!

Use a mix of fabric softener and water, make removing wall paper really easy not to mention in large pieces. Real cheap compared to other products. Ant clothes softener will do. I mail 1 part softener to 3 parts water. Give it a try. Good luck.
