You can use milk paint but understand that if you are painting over previously finished surfaces the milk paint may flake off over time and make your cabinets look distressed. If you don't want the distressed look I suggest you use a different kind of paint. I prefer using a good enamel paint from Sherwin Williams that wears well, covers well, and will not flake off.
Please don't unless you like to do work over. Kitchen cabinets get a lot of use and washing. You need the best enamel you can afford. It's a hard surface paint and will wear well.
I would not recommend you use milk paint as it actually doesn't wear well
