There is a mother of pearl varnish in the craft store. You might want to google first.

Hi Dorothy! Yes, there are paints now that offer the effect you want. Your idea sounds as if it will be beautiful. I think the main tip is to keep the paint stirred well. Here's a couple of links that tell about "shimmer" paints. Behr brand available at most home improvement stores likely have this.
