razor blade scraper is what I have always used.
an old plastic credit card or debit card will work
If you use the proper glass scraper with the razor blade you should be able to get it off without harming the glass.
A new sharp razor blade should not scratch the glass. Put a little denatured alcohol on the window first, it should soften the paint a little before you scrape.
