Sand and clean it and paint it with the color you want. I would make sure you top coat it with something very durable like a number of coats of polyurethane.
Just an Idea you may look into plastic shower curtain rod covers they come in many colors it is just a thought and can also be painted with a plastic paint Good Luck
You probably should go with a good epoxy paint. A marine grade is very durable. It's not an easy paint to use but so worth it. Good luck!

Those hangers, especially the wire ones, deal out a lot of abuse. Buck's idea of the shower curtain rod covers sounds great. Where I checked a quart of marine epoxy paint costs more than twice the price of a new 48" steel closet rod. You know that the steel rod will laugh at the hangers.
