Sometimes, the underlying finish can lead to whatever is on top chipping. What you can do is sand down the rough, chippy spots and shellac the cabinets. Let dry for a day and then paint with ASCP over it. This doesn't happen very often, but I have seen it before. Also, before you paint again, clean it really well with either TSP or Crud Cutter.
