These kinds of tiles are fairly easy to cover. They don't have a super slick surface, so paint should adhere fairly well. I would use a floor paint for durability. Do not sand the tiles. This will cause particles to be airborn. Another way to handle these is to put new flooring over them. From the sound of it, the tiles are in good condition. You should be able to lay any type of flooring over. Some flooring choices will require an underlayment. Just lay that on top and proceed. If the asbestos is structurally sound and encapsulated, it is not a threat to your health.
