Yes, as long as the paint is not bubbling up or peeling. Wash your walls down with a deglosser before painting. I like the “No Sand” brand of deglosser but I am sure they all work.

If the previous paint was oil based, a latex based paint will generally not adhere unless you sand the existing surface area.
if previous paint was oil-based... simply use KILS primer first! Then easy-peasy latex paint. Good luck, have fun!
Yes I don’t recommend what I did but it worked and I haven’t repainted in 15 years! First lightly rough up paint with sandpaper,actually mine was wallpaper that I couldn’t budge, using a clean damp rag wipe wall down good, allow to dry not a smidge of dampness, then paint with white Kilz, allow Kilz to dry overnight and proceed to paint. Unbelievably I did this in my Cottage over hideous orange wallpaper in a bathroom!! No peeling and I don’t have a fan in it !!! Kilz to the rescue!!! I hope I didn’t jinx myself but hey 15 years I should repaint and install an exhaust fan anyway
