been there done that. stairs have treads and risers if you stain/paint- paint every other tread. it gives you a way to use the stairs and not mess up the paint. when paint is dry, paint the remaining treads. if you have raisers-some don't- paint them last. use the best quality paint/stain you can afford. I have also been in a house where the bottom step was hinged to store shoes.
