The quality of your prep work can dictate the quality of your paint job. Just a light sanding so the new paint will have something to stick to. Remember to wipe the cabinets down after sanding.
For best results yes it will cost extra but your cabinets will look great is to strip the paint completely with a all natural paint thinner

They definitely need to be cleaned very well to make sure there is no grease on them. You can either use liquid sandpaper or lightly sand to remove the gloss. Prime and then paint your final color.
Yes. You can also use Liquid Sander. But it is definitely worth the extra step.
The light sanding and wipe down will ensure that your paint will adhere and be less likely to peel.
