If the drywall is REALLY dry now, you can have someone come in and skim coat it. Painters often do this before painting.

Looks like they put the drywall mud on too thick (my husband did that on one wall, and it cracked like that)
First thing... is it coming off the wall if you brush over it with your hand or a broom? If not.... you might be able to go over it with a product called Venetian Plaster. or you might be able to texture over it with a sprayed on texture (similar to popcorn ceiling but more like orange peel).. you might need to do several light coats..I would test in a small area and see if it covers.

I would sand it down to the drywall, fill in seems with plaster, sand again and repaint. Sorry that happened to you.

I’m a drywall contractor of 16 years. All you have to do is skim coat over the areas. You may have to do more than one coat and sand in between and on the last coat once it is dry.
Step one: scrap area and remove all cover plates of electrical devices
step two : lightly sand
step three; apply skim coat ( paper thin coat covering everywhere) use joint compound. You don’t need expensive Venetian plaster or normal plaster. Let it dry sand.
repeat until hidden and smooth surface. Make sure you sand lightly at the end with 220 sand paper to remove the shine.

And to think some people pay for the crackling aged look. If you do skim coat it and sand it, make sure you prime it first before painting. Skim coat will soak up the primer like new drywall. Prime the walls with several thin coats of Kilz2 then paint. You'll be happy that you did. Best of luck.
