I would suggest to first check that it's not a moisture problem - if water is getting trapped in the ceiling causing the paint to crack and peel then you'll want to fix that before you attempt to repaint your ceiling. Once you solve that problem you can scrape and sand the surface well to remove the loose paint and then repaint using a good quality primer and paint. Do not mix latex and oil based paints they will trap moisture and cause more peeling.
