I'm not sure about the plaster, but make sure you prime the water spots (probably at least 2 coats with Kilz.) Then, you should paint your whole ceiling to make sure it is all uniform.
You could put 1/4 inch sheetrock over all of the ceiling. Then tape, plaster and paint.
