How to fix loose, bulging ceiling tape line and indented nail holes?

We just moved into this home. Not sure whether the damage is caused by water from roof, or just weak drywall board juncture. Nails or screws are seen at various location on the ceiling along with other seam lines.

Remove bulging tape, re tape with a mesh drywall tape and. then bed. Check for loose nails or screws before re bedding the " nail pops". Touch up the texture to match. Its messy and a lot of work. Short of covering the sheetrock with another product...this is the way to go.
Nail pops and bulges usually happen in humid areas or where there are drastic climate changes. If the house has been vacant moisture gets into the drywall also. Barring a roof leak, the fix is simple. Here is a link to fixing them.

Sounds like nails if there piping out you need to replace them with screws then plaster the wholes and cracks then sand then paint
