Sand it down.
use a wet sponge to smooth it out
Use sandpaper to smooth down.
Both of the above are good answers and you may need to use both techniques.
You have to sand it down until it is even. Be careful not to go too wide or you will ruin the paper surface of the drywall around it and it will become rough which is hard to fix. Be sure to prime before you paint your final coat.
