The walls are literally crumbling. I'm wondering if someone has had the same problem and has a solution. I don't think applying plaster or stucco will help.
I went to Lowe's and got a gallon of Kilts water proof for concrete walls in our basement. Worked really well.

Leak or flood?
This is a complex situation. A lot of factors play into the hydrostatic pressure is the cause the basement to be leaking. It and be a complex series of things that need to be addressed or a comprehensive expensive professional repair.
The first thing I would do is make sure all the gutters are clean they are extended away from the house.
In our own personal situation with basement flooding it was compounded by a poor grade towards the house foundation and older septic system in front of the house. Heavy rains overwhelmed our situation. Our basement flooding was corrected by professionally installation of a French drain system. This consists of having the permitter of your basement jackhammered to make a channel and two sump pump‘s were installed.

i had to bank soil a bit higher on the foundation and dig out a shallow depression for runoff water to collect. It usually drained after a day or 2.
There are penetrating concrete sealers but as previously noted, if your foundation was not prepped to make the water drain away from the foundation that will also have to be addressed. In addition to a French drain there are also dry creek beds to redirect where the water goes.
