I can't figure out why my light bulbs get loose!
A few light fixtures in my house will sometimes go out, but when I tighten the bulbs they work again. Any idea why the bulbs would get loose?

You should be able to pull the entire down. Just grip around the outside and tug down gently. Mine have spring clips that hold it in the ceiling, so I'm assuming yours is the same? Then you can change out the light from inside the fixture.
The trim ring and eyeball are a unit. You grab the edges and pull straight down. You should be able to pivot it out of the way. But if not, there are wire springs that you can remove, sometimes just one, for easier bulb access. I would try to leave it hanging though, as the springs are sometimes hard to put in place. Remember that, you cannot touch the new bulb with your hands. The oil from your skin will cause it to burn though the glass and explode. Use latex, nitrile, or vinyl gloves. Then reverse the steps for removing the cover.

i have a feeling you mean the ACTUAL BULB, right? all the other answers are correct but to get the BULB out you might need a small suction cup device that you stick on the bulb then, twist! those bulbs probably have a 2 prong attachment and you need to wrangle it one direction or another....when inserting the new bulb just use the suction cup to place the new bulb so your fingers don't mess it up....
try the box stores to find the little suction cup, mine came with the lights we purchased. best of luck..
I have eight such lights throughout my 30 year old home. I have always been able to reach into the eyeball itself and get enough grasp or pressure on the outer edge of the bulb to unscrew it. It can be tricky because several of my lights are in a cathedral ceiling in the kitchen. Over many years moisture can corrode the bulb into the socket, so gentle care must be taken when removing so not to break the break the bulb off its base. I have a thin rubber pad used to help open difficult jars that comes in handy to grasp the bulb. I avoid halogen bulbs, they build up too much heat. There are so many alternatives now.
Many retail stores no longer even carry Halogen bulbs, now that lightening has made the great leap forward into LED. You can purchase LED light bulbs that are designed to fit into these ceiling openings. They have a flat bottoms and are available in different circumferences. When the bulbs are screwed into the socket, the outer ring (which is now the middle ring in your picture) can be pushed in or out so that the light from the bulb is angled if desired.
