You can use epoxy putty to fill the hole. JB Weld id what I use. Smooth it out before it hardens. Then get some porcelain touch up paint.

I'd tell the tenant to have it repaired and then ask him to leave, before he blows another hole and harms someone.... careless... hope it gets better for you ....
I would suggest using epoxy putty. The putty dries gray so a completely disguised discrete finish with cover up paint—might be difficult but certainly it will repair the hole.
I purchased a house with a hole in a tub laundry sink that was in the garage —it was successfully -effectively repaired with epoxy putty. In my case I didn’t care about the grey discoloration caused by the patch to repair.
It's a two-part epoxy sticky-found at big box hardware stores for about $6. You mix press -then you can use scrape off excess (I use depleted gift card) and/or sand and paint. Cured putty is strong enough to drill through. Its a light grey putty.
Oatey Putty safely seals/waterproofs for plumbing boat repairs.... Ive used it for exterior entry door frame wood rot repair, elliptical pedal repair, multiple arts and crafts repair of furniture, pottery- wood -ceramic- concrete statues - even a garage laundry sink with a hole ( thanks for hiding that defect with carrots -previous homeowner)
You can find other expensive and smaller 2 part epoxy sticks versions in the boat marine and wood repair sections this Oatey one is a great value.
Consider the epoxy putty for your repair needs.

Nice bullet hole.
Since this doesn't appear to be down in the water-bearing bowl itself, Id use Bondo and then enamel paint the whole plane.
