Yes, but you really should scrape it out and start with new grout. You can use a powertool but there is an inexpensive hand tool to use for removing old grout. Here is a link to an example of the tool:

NO! Old grout will need to be removed. Grout fills the gaps between tile and grips the sides of the tile. Can't just surface patch or fill in.. Will not hold. You need a hand grout saw to remove grout.

I agree with William, you need to remove the old grout first.
