If you know how to sew you can make curtains from flat sheets. If you are a super shopper you can find flat sheets on sale/clearance for very reasonable prices. Amazon has lots of curtains and if you spend some time searching you can get some really good deals on some nice curtains. JC Penney also has some great deals and I order curtains from there all the time. WalMart also has some reasonable priced curtains with a good selection, and Menards too!

Check JCPenney. I was able to purchase panels for less than I could make them with a bonus of thermal lined.
Thrift store
Fabric is quite expensive these days, so I frequently buy either sheets or get 2nd hand curtains at the thrift store. Another good resource is www.brylanehomes.com has great curtain sales.
