I need a plan for making a swag curtain topper?

You can mount the swag on a val board. Drop is determined and added to the face (which is the face of window or area you want to cover) Or drop can be determined using a chain. Swags are pretty much out of style at the moment. A more "dressed down" treatment is hot. Try the new cordless Roman shades or if you can - an open concept with little or no drapery.
