I am assuming you are looking for ideas for some sort of curtain is that correct? Premade curtains, shades, blinds, etc.

Don't try to match them, keep them different for an elegant design. You can use matching exterior shutters to start with but hang a stained glass item inside the smaller window to create a focal point. Or vise versa. ie: hang a colorful glass design in the large window then add a glass vase with dried twigs in the other window. For me, here in Florida, I'd hang a stained glass sail boat in one then add a drift wood item in the smaller window. Have fun.
