Can you replace individual pavers? If not, I would look for specialty enzyme-based cleaners available at pet supply stores.
Are we talking stains, or odor, or both? As Steve suggested Natures Miracle found in pet stores works wonders for odors.
I'm looking to get rid of the stains--been there for a long time and so far no luck with any products I've tried.
Once the stain has set in the brick surface, there is little to nothing you can do to remove it other then replacement. You could try a steam unit, but I really think you will waste your time, money and effort.

I would probably replace the pavers.
Try baking soda & vinager.cover stain with heavy coat. Baking soda. Then spray vinager on it. Watch it bubble out. For old stains might repeat a few times.
Try Hydrogen peroxide Just pour it on , let it sit for at least an hour.
