The dresser I painted is sticky. How can I fix that?

Jeanette S on Jun 10, 2013I will watch for comments because the paint on my white railing that I painted about 10 years ago can be scraped off with the flick of a thumbnail! I need to redo the banister, but I think I m going to just put in a pony wall. It is only a short 3' section at the back of the bookcases from the den.Helpful Reply
