maybe I miss understood but as I read it - the backs of the stairs are missing. Well the first thing you need to do is put the backs on. Measure the size and then have them cut out of one piece of plywood good one side. This is the cheapest way and gives a great look. Paint or stain them and attach. If you need to use L braces about 2 inch long to allow you to screw into the back and the bottom and another to use at the top. But I would use a screw into the bottom and on an angle into the top. One these are in the sky is the limit. Make shelving on each stair or box style for a more modern look. I've seen playhouses, dog houses, or desks and chairs underneath - it's really up to you.
Several things you can do. Make it into a storage closet for clothes or storage. Or bookshelves. One house we lived in had a half bath-toilet and sink. Broom and vacumn closet also.
You could drywall the upper level side anything else might be too thin.
