Diluted bleach in a garden sprayer is what I used... spray, let sit 15 minutes..hose off....works great. In the heavier spots, you may have to spray twice.

Use a product called Wet-and -Forget which has no bleach to breathe in and safe for all surfaces and the environment.

If there are flowers beds all along the fence wouldn't pool shock kill the plants since it contains bleach?

If all else fails you can power wash it. Borrow one or rent one. I like it because there's no chemicals involved. There's no scrubbing which means no sore arms or backs. Just plain old water gets the job done. Great for vinyl siding also.
