If you really want to paint a birdbath, be sure you use latex paint. Oil based paints may be toxic to wildlife who drink or bathe in it.
You might want to see what type of paint they use in swimming pools.
st Yes,you can paint both inside and out with non-toxic paint...use latex. As with any products you would use, you simply read the fine print for any concerns you may have....specifically about the birds that may be using your new bird bath. You could also do a mosaic with broken dish pieces or broken tiles...on the inside and seal with grout once you're finished. It would be beautiful for years. Skip any paint that is oil based. Remember you don't have to be an "artist" to do a broken tile or broken dish Mosaic, you just have to be willing to put down your first piece and then your second piece and so on. You will be surprised how beautiful it looks... as long as you are not too critical of yourself during the creating process. Good luck!
