I think you mean fake wainscoting. It is easy to create with 2x2 lumber. It is just labor intensive. Plans can be found on-line.
I once achieved this in a den purchasing some tall frames at a dollar store that had truly ugly photos in them. I popped out the photos, sprayed the frames with a cherrywood color paint to match moldings and measured out where I wanted them on the walls by using a paper bag template tacked in place with painters tape. I wallpapered inside the frames with coordinating wallpaper to my chair rail border.
