How can outside tile be sealed to avoid water leaking through?

We have an second floor entrance that is tile and when it rains water seeps through grout and drips on first floor entrance

If the grout is in good condition, you can try to seal it with a clear epoxy sealer or paint it with epoxy paint. But this may only be a band aid fix. What is the tile glued to? What kind of subfloor is under the tile? You may have damage under the tile. A membrane, either roofing felt or rubber, should have been installed over the subfloor before the tile was installed.
Thank you for your response...we will try the epoxy, but I think you are right about the subfloor. We have it on concrete, but we bought our place after it was installed and I agree with you it should have been put down over a membrane. Will try epoxy for a quick fix. Thx again.
Pay particular attention to the edges of the floor especially where it meets a wall. This area should be caulked using an exterior grade rubberized caulk (allows for expansion and contraction).
