Rust-Oleum makes a product that actually changes the rust and you can paint right over it without having to sand it. It called Rust Restorer.
Try making a paste with cream of tartar and lemon.
Any kind of citrus oil will work wonders.
hard work. wire brush, aluminum oxide or harder sandpaper, acid to eat rust, rinse clean prime and paint. Some people have access to a sand blaster but because of the small surface ares to blast, it sometimes takes a while.
