yes if you use masonry paint. this way you don't have a lot of chipping and peeling. ask the paint person about the proper roller or brush. Have fun!
If they are simply plain brick you can paint them. I would clean them and use a primer first. Then use an outdoor paint. Good luck!
Yes you can use either outdoor cement paint or outdoor stain recommended for cement.
You can white wash them with watered down paint or paint them with straight paint.
Use a thin coat of paint! :)
