I used Coca Cola and wadded up tin foil to remove rust on a bicycle handlebar....It may work on your bumper as well. Just dip the foil into a small bowl of coke, and scrub away.

CLR Cleaner (Calcium, lime & Rust). Or vinegar. I heard you can use Coke but never tried it. Good luck!
Use Coke and dirt. Pour some coke in the dirt and then rub it on your bumper. The dirt acts as a scrubbing agent and the coke dissolves the rust.
