Try soaking in Vinegar to start.
I found an amazing product called Krud Kutter - it removes everything from everything. It is available at Home Depot. Steel wool and elbow grease is another suggestion.
Try Bon Ami or Bar Keepers friend
Try soaking in vinegar, then us steel wool to remove the rust.
Soak it in a product called Iron Out. It will definitely remove the rust.
If the strainer is made of aluminum, vinegar will not work. use ammonia. ( it is an alkaline vs acid situation. With vinegar cleaning protocols, baking soda is the follow up as it neutralizes the pH.
Soak it in Coca Cola.
