A very fine steel wool pad will do the job. Something like an SOS pad. I have done this more than once and have always been successful.

The sure way to getter' done is WD40 and a flat razor blade scraper.
When the toaster oven was cool, I sprinkled baking soda on the area that had discolored from the melted plastic bread bag and rubbed it in to the residue. I then dabbed my finger in white vinegar and just swirled it around over the baking soda and the residue immediately started to form a paste and the residue came right off.
