Make a spray with fabric softener and water and apply to the paper enough to soften it .
You need to apply heat. A hairdryer applied to the wallpaper will loosen up the adhesive and make it easier to remove. You can find some more helpful suggestions in the comments here:

What is best way to remove wallpaper borders?
Rent (or borrow or buy) a wallpaper steamer!! It removed 1960's wallpaper from almost eveey room in our house. I tried every other method first but once I used the steamer I saw how much time I had wasted. It even removed wallpaper that had been glued right to unprimed sheetrock.
50/50 fabric softener and water is a spray bottle works well. Wash wall after paper is removed to remove any left over residue.
It's going to require time and patience but you can do it! You're going to need to moisten the wallpaper either with fabric softener or warm soapy water and then slowly and carefully scrape away the remainder. Best of luck!
