That will depend on the location of the fireplace and how big the picture is. I would center it with the measurements of the fire place verses the picture but again there are no exact rules.
For symmetry, centered equal distance from the mantle and ceiling.
Keep the artwork at about two thirds the size of the fireplace for a balanced look.
