I would go with wave petunias
It depends on how many hours of sun you have. If you have mostly shade, you can have lovely begonias in pots. You can add a pretty trailing plant called "creeping jenny" to a pot of upright flowering plants. It also likes shade. If you have a very sunny deck most annuals will thrive, like petunias, verbena, etc. Look at the tables of annuals at your garden center and pick what appeals to you. I have a weakness for trailing geraniums in a rail planter.
How much sun does the deck receive?
Geraniums come in all colors... and dusty miller or Verbena etc..
a hibiscus would be lovely, and so would mandevilla. They are both "tropical" plants, and do well in sun. And they are stunning!
I Use a potted wisteria. It looks beautiful hanging over my deck railing.
