How about using bed sheets

I purchased leak proof drop cloths from a building supply store (12'x20') cheaper than I could buy material. They come in different sizes, depending upon your skill level they can be cut to what you need and either sewn (material went through my sewing machine just fine) clipped using curtain clips or you could use grommets to make them into curtains. Install a 'rod' on the pagoda and you have sun/wind breaks where you need it.

The fabric really is special. Keeps out the sun and the heat but allows the breeze. Put it over the top of the pergola so it floats above it. Check outlet stores for sturdy washable curtains with grommets for the sides. You can thread them through wire that you attach at each end.
If you google sun shades you will find a bunch of choices. For the sides Ikea has the wire curtain holders and the clips.
