tie on some fishing line weights at the bottom to weigh it down or you can get some clips that go on your wall that you can slip he liner into. They also make some shower curtains that have suction cups on the outside edges to stick it to the shower walls.
By adding magnets to the bottom. they will either stick to the shower stall itself or be a weight that will hold it in place.
The only thing I can think of is to weight the bottom of the shower curtain. You could get magnets that will close together with the curtain between them.
If you do not wind up using Ficher Luce's suggestion,try turning a fan on low or medium,pointed away from the shower.Or use clothes pins to hold it in place near the bottom.

Put some kind of weights at bottom. Maybe a wooden dowl would do..... if curtain is long enough turn up about a inch an stitch it or glue it some how. Then put dowl through hole. That should keep it from sticking to you. Then get some material and make a cover for the front to hide if its ugly.
you can add weights to the bottom of the shower curtain or magnets if there is anything metal for them to stick to. I once saw a project where someone sewed a chain to the bottom of an outdoor shower curtain to keep the wind from blowing it around... never tried it myself but it seemed to work for them. Good luck
