Coat rusted areas with naval jelly. Let set per bottle, wire brush off rust, sand paint with rustoleum or krypton metal paint
I did this to my patio furniture. I took a steel wool pad and scrubbed all the furniture to remove all the loose paint. I washed it down, and let it dry. I then used Rustoleum spray paint and love the way it turned out. We are 2 years in and it looks great still. You could do it either way with good results. I have done both.
Try using Citristrip a safe non-toxic stripper .
I used Chas's method with spray paint and also had great results!
Or . . . If the budget allows, take to a car painting shop. They do amazing work. Did this with my girlfriends grandparents old, but yet very well constructed metal furniture. Cost a few dollars, but it turned out awesome and has been sitting on her uncovered patio year round for at least 6 or 7 years now and looks showroom new.
I have tried steel wool and the wire brush. While they take off the really loose bits, but they don't seem to catch the rest. Wire brush gets caught up in the holes in the metal mesh rather than the flaking paint. Steel wool doesn't seem to have any effect other than to "sand down" the remaining paint.
I do like the naval jelly idea though. Never heard of that and will do some research on what it is.

Sand off as much paint as you can then buy a rust prevention paint tinted to your colour choice..Something like Killrust Epoxy Gloss Enamel Paint from Dulux paints
navel jelly and wire brush works well for rust. Mineral spirits might be needed to remove old bad paint job. Be sure to wear a mask and goggles. Rust-oleum spray paint afterwards
